Referring to paragraph 3 of your Despatch No

312 of 15th. October, I have the honour to recommend that Mr. Lau Chu Pak should be appointed to the Legislative Council on the expiration in February next of the term of service of Sir Kai Ho Kai.

Mr. Lau's record of public service was given in paragraph 2 of my Despatch No. 320 of 5th. September and I am satisfied that he is the most suitable member of the Chinese

Community to undertake the duties of member of Council.
